Is it to late to plant the seeds this year? (I live in South Carolina.) If so, will the seeds still be good to plant next spring?

No it should be fine. I would probably plant them in a spot that gets a little shade. Mine are in full sun but not quite as hot even though we are in the 90s right now but that is very warm for June I just planted garlic chive up here in zone 6. If you decide to wait until spring they will be fine too.

I love chives. Have a big bunches of them right beside my deck. I can always go out and get some whenever I want them.
