Definitely pretty close. My son wore these from the time he was a year old until after he turned 2. He weighs about 28lbs and just outgrew them recently.

Oh yeah for sure. The pants have an elastic waist and are tight enough at the bottom that they wont fall off his feet. They might be a drop baggy but I doubt it.
