Yes it is Brand New !! Never worn !! It has an elastic stretch waistband That is 16 inches to fully stretched would be 24 inches I made these for my grand daughter who is four and fits nicely still has room to stretch the length is 9 and 10 inch layered . it's very simple to pull on your little girl just has to step into it and pull up! AWWE! Very talented! Lil girls look so adorable in frilly stuff! I have 3 daughters, and none of them are girly!haha! I would still bid though! maybe I can coax my 5 year old into wearing it!
