I don't have paypal either because where I worked, we had a negative experience therefore I will not subscribe to it. Sure, either way, would be absolutely fine! they work (like the kiddie ones) but certainly are not "heavy duty" like what the police have.
One of my friends at Mardi Gras bought some to use as "throws" and she gave them to some of the police officers along the parade route and they gave a "hoot" when they received them and she said to them "for offduty!"
