I do not think this is consider a error to collectors. But could you tell me were you found this error recorded and documented so I can look it up.I would like to get it if it is a true error, not if it is still with in paper money printing guidlines. Thank you
This is definitely considered an anomaly in the printing of currency. The degree of the mis-alignment of the digit is certainly something to look at. For most collectors, a bill like this one represents something that they don't have in their collection and therefore is a cool find/buy. Take a look at eBay. Many bills like this one change hands.
There are different degrees of this error. The most severe degree is a bill where part of one digit and part of the next or previous digit is showing. That's referred to as a "rolled" digit. A less severe degree of this type of error is a "stuck digit" .. Google it. Since there is a term for this type of error, and I didn't make up the term, it's a legit error.
Here's a picture of one very similar to mine that is graded (meaning that it's been examined by a professional grader and found to be an error): http://bit.ly/GEsZkl
