Okay..so this currency says Francs, but there is middle eastern writing on it. Cool huh? It says 'Banc de Algerie,' so im guessing it's from Algeria. :)

Algerie is now independent, and in France since over 10 yrs ago they do nt longer use Francs, they use Euros, this is vintage money

As money I doubt it, for 5 francs were like a dollar about 15 yrs ago, but as Algerian money under French control.... might worth something for collectors, it is all about the law about the offer and demand, Good luck!
