yes it does because it wouldnt be protective if you were to drop it the iphone would just drop out of the rubber.

this is a custom made case and there is a ultra thin flexible protective gear inside the rubber and you can feel it when you touch the case and if you want more protection then you can add plastic but thats up to you

I agree with laknox when u purchase the otterbox it comes with the plastic cover that's put on first! without it otterbox will not stand by there warranty! if someone wins this and you only send them the rubber without stating in the description that's it's only the rubber piece the. they are going to want a refund.

Mine came with a plastic case with the rubber covering it. This is not all there the phone won't stay in without the case.
