Comic books don't qualify as media mail because they contain advertisements. If a postal worker was to inspect the package (which they have a right to since it's shipped as media mail) it could be returned to seller, or delivered to the winner postage due.
In this case, if it's 13 oz or less, First Class would be just fine. If it weighs more it would be worthwhile to send it in the Priority Flat Rate Envelope.

Thanks so much for the information. I really had no idea that you can't use media mail when it has ads. I was thinking either Priority Flat Rate Envelope or one of the smaller Flat Rate Boxes would work best.
