this is a beautiful dress and hat. Dress has two heavy duty Velcro straps one on the chest one on the belly. I would say it's a size Med. The hat is super sweet and has an elastic chin strap.

yes I think it would fit a Pomeranian. I tried to model it on my 7lb hairless.. but she was being camera shy ;)
