This is actually a British 25 New Pence, The 25 New Pence was the Crown size coin Great Britain tried to use as their commemorative coins. They minted four different 25 New Pence but they lacked appeal with the citizens and so they started using the 50 pence, Pound, 2 Pound and now the 5 Pound coins as commemoratives.
