It's AT&T. I don't know if it's fixable, one day it wouldn't turn on. I called AT&T and apple but they couldn't do anything for me do I have up on it and went and bought the new iPhone 4 at the time.

Wait! I don't want to say i know whats wrong. I take that back. That's just what happened in my case. I'm sure it could be faulty for other reasons. I just got excited and thought it was doing the same as mine, at first.

I know what's wrong. If you hold down the top or put a cheap plastic case on it to put pressure along the edge- from the power button all the way to the volume and vibrate button, the power button will work again. Mine did that after I took my phone apart. I may have switched a screw around or something but it wouldn't turn off. I saw a YouTube video about the power button and watched a man fix his phone. Instead of buying a new part or pushing on the phone to get it to turn on/off, I just put a super tight cheap plastic case over it. It fixed everything and I've used it like this for over a year. I think it can be fixed.
