Yes, it is a wrap skirt. You can wrap it on either side, has two layers so you can reverse it to make a different skirt. check out milliana.com to see more info about it.

I meant it fits from a small person to a larger person, not that this skirt is for a child, it's for an adult.

Nope it's new but I own the company milliana.com. Waist is49" plenty of room. My 6 yr old, 14 yr old, and 41 yr old can wear it. All the same skirts we have short mid that is past the knee and the longs are 34" long. All made for free size.

It's new, never worn, but you can measure, the waist is 49", You'll need to have room to overlap.
