Offered is a fold over tab that appears to have been issued by the Lions Club to promote, perhaps for donations and contributions, White Cane Day (which I believe may be observed in October) and which began in 1930.

The idea behind the White Cane Day was to make canes visible to protect the blind or visually impaired.
