It a usb wireless adapter,- card,- dongle. It called a few different names.
You just insert it in your usb port. Click on your internet access icon and select it
from the list of available networks.The drivers will automatically load. and install..

Two questions: Do you have your OWN internet service or using a open network connection. If your connection, the usb adapter just gives you wireless access YOUR network. If an open network.... You have access only while it is open.
So, the answer to your question is YES, 24/7 depending on how you access the net.

thanks for getting back to me I plan to get a laptop at some point finding out it will save me $50 a month I needed to know that I can acccess the internet as much as needed once I get me a laptop and using the usb wireless stick

Fyi: Most newer notebooks and laptop come equipped with a internal wireless card.
A wireless adapter, dongle, wireless card is only needed if your pc, notebook or laptop does not a internal wireless card or board installed.
