Sorry the pic. are so bad but this is a silver 1961 penny again I don't know if it is all silver or just covered in silver. but is very pretty. And light.

Is it an actual penny that has been silver plated or is it a bullion round that was simply made in the likeness of a penny?

This could actually be a valuable error coin. PCGS notes that some pennies - minted before 1964 were accidently struck on planchets - (forgive me if I misspelled that word) - or blanks used for silver dimes. It could be a valuable error coin.

This could also be a 1941 steel penny planchet that has been stuck with 1961 dies. Although currently I am voting for the penny or foreign currency idea.

Maybe chrome plated instead of silver? I seen some of these (different years) that were used for jewelry that were chrome plated...
