These bloom in 4-6" double flowers of white or pink, but get darker as the day progresses until reaching a dark red in the evening.

Hibiscus mutabilis is shrublike in zones 9 and 10 and a perrennial farther north. It grows in full sun or partial shade.

how long do the seeds take to bud?

Unfortunately, I have no experience with these. I do know that they are like the Rose of Sharon being slow to bud every spring.
If you are worried about it being too late to plant, they are blooming and producing seeds now and until the first frost, so you have plenty of time. They take the heat well.
