The listing, IDE to SATA / SATA to IDE converter has ended.

Use to convert a SATA HD to an IDE HD OR IDE HD to SATA. Unused & Untested. Includes SATA cable and power cable adapter. There were no instructions with it but seems simple if you know anything about computers. Markings on pc board should be all you need.

Does this board go inside the tower or can it be used externally ?

It is designed to go inside but if you can get the power to it AND the HD AND make all the necessary connections it should work outside. It would be difficult to do.
