Dutcherii, promos used to be given out at events in sleeves like that. That was a particular promo that was given out, so there is only one card in the pack.

actually I think it was in a starter set that I had 2 of and I saved this one. I could be wrong but, I think that's where it came from.I don't know what Dutcherii means.
