I honestly never tried plugging it into a laptop but I checked and the tip is the same tip as my headphones so I would say yes. As far as a volume control? No, it doesn't have one.

How loud is it? I got speakers for my laptop that were actually quieter than my laptop speakers! Thanks.. f&w

I used to use them with my cell all the time and they played louder than my cell would. But, I just plugged them into my cousins iPad and the iPad is actually louder. They are probably better to be used when you are playing music through your cell or an iPod. I wouldn't use them for a laptop or computer

it acts as earphones do. no batteries or anything like that. just plug it into whatever device you are using
