Yes you absolutely can give the winner a choice. You can update your auction after someone bids and say if someone uses the GIN instead of getting the Free eyeshadow you will offer Free shipping. That is if you wnat to offer free shipping if the gin is used. I would only say that if you plan to commit to that. If not then you should just keep it the way it is. This is your auction you can run it anyway you want as long as it is within LIstia Rules.
