Official Mail postage stamps were issued on January 12, 1983 as a U.S. Postal service test of a new system to permit U.S. Government agencies to use them instead of official mail indicia printed on government envelopes. Use of official mail stamps for postage is restricted to designated U.S. government agencies. Use of official mail stamps for transmission of matter in the U.S. mail by private users is prohibitted by 18 U.S.C. S1719 and could result in a fine of up to $300. The sale of afficial mail stamps top private users is only for stamp collecting purposes.
