YES!! The blouse is marked "L" but it's FOREVER21 & fits like a MED (I know because I tried it on quickly & I AM a med)!! The skirt is only a Med. & yes has ribbon ties @ waist & it's A-line ...soooo if you're anywhere near my measurments --waist 28, it would fit!!?
