well,unfortunately ebay is incorrect,the card is Darksteel Pendant from the darksteel expansion set. If you look it up on wizards of the coast's search engine called gatherer or on starcitygames.com you can see the english version including exactly what it does and the rarity. I just felt you needed to know so the winner doesn't get upset at you for incorrect representation of the card. In other words,I meant no disrespect or offense.

not a rare. Rares printed from 6th edition to present have a gold set symbol. The symbol on this card is black which means it is a common not a rare.

For a correct look on what rarity a card is you can go to http://gatherer.wizards.com/Pages/Default.aspx
It is Darksteel pendant from Darksteel that is a common card. What they might have meant on ebay that it is a difficult version to get a hold of. But that does not mean that the card is of the Rarity Rare!
