SILVER? 1980 HUGE Foreign coin

It looks and feel's like silver and i see afew of these going for as much as a U.S silver half but i dont have a world-whitman book to tell me.

I added the last picture as a sizer-upper coin.

I'm going to start this auction low, bidder can decide overall grade and value. I expect this to go above 3-4,000 but any great coin with words on rim. I'm sure these coins arnt in circulation any more so grab a piece of something that will never be seen again!

It's also heavier then a U.S quarter / Ike Half from this same time period which make's me assume its silver or some content.
