Not sure but I think this is a promotional presidential campaign item. It's George HW Bush with boxing gloves on. The big R on the back, I surmise that it means he's fighting for Republicans. His arms are stiff, I think spring-loaded, to hold business cards as shown. At least, that's what I used him for. I didn't find any more of these online, I think I got mine at a garage sale years ago. Possibly they were made in limited quantities for a specific event? Free USA shipping on this item.
