How can you tell if they are tied up as I have never done this before?

Well you compare the amount of credits you have to the amount you have out on your winning bids. I think it tells you how many you have available on the bottom left of your screen on a pc (not the phone app).
The only other thing I can think of is that someone else already has a higher maximum bid in than the amount you are trying to bid.
