I haven't found that to be true, when I wont to move some to a new place I just dig it up and unless I leave some or replant it in ths same place, it never comes back.

They or plants and have seeds, I cut them back to about 4 " so I can get more in a flat rate box.

I will send the plant with roots and what ever seeds are on the roots, I cut them down to about 3 to 4 inchs so I can get all I can in a flat rate box.
