The listing, Russia - Mystery Stamp has ended.

I have had this for years and have never been able to figure it out. The basic design is from the 1914 semi-postal set. ( Scott's B 6) It is the overprint that has puzzled me all these years. Well, since I have hot been able to figure it you...maybe you can.
Stamp is MNH.

The diagonal text says "foreign exchange"

Thanks Josh. That is more than I have learned all these years.
The CCCP at top left would place it after 1917 when the Soviet Union was established.

The stamp is not listed in the Scott Catalog (bummer), but listed in Michel and in Russian catalogues. Keep auctioning off stamps like this (unique, unusual, foreign and old) and I am your fan for life ! : )
