no its not powder nor grass, its cat nip that has been cut up like the kind that comes in cat toys is the only way i can explain it, if your looking to grow some you can always buy some for cheap at pet stores they have kits for them, i tried that before because of my cat but my cat dont like catnip so i have soooo much cat nip it drives me crazy lol

personally i havent blessed them, i dont do anything like that until i use them but im not sure if the place i get them from does or not its been so long since i have gone to the only place around here that sells wiccan things (its 2 hours away ) so that im not sure of sorry i cant give you a better answer
