I did some searching on the internet and I didn't see anything mentioned about using it for jewelry making. Sorry, I don't know for sure. I've never used one. I received this free in a house party package I won.

How long have you had this pen? Is there any chance that it has dried up?

It's not dried up at all, never been opened, still sealed in plastic outer wrapping. The pen is translucent enough that I can see the glue in it move when I move the pen. I wouldn't have listed it if it was dried up. It would have been in the garbage. :-)

When I look it up on the internet, it talked about scrapbooking so I'm assuming it's primarily used for that. I suppose if it works on paper products it would work on fabric but I don't know for sure. Sorry I can't answer better than that.
