A "civil war" is 2 groups fighting for control of the central government. The southern states seceded when Lincoln was elected and formed a sovereign nation: The Confederate Sates of America. Lincoln did not recognize states rights and sent 3 ships to resupply the United States of America fort in Charleston harbor. That was intolerable to the CSA.
