Made in Vancouver, Canada by Grant-Mann Lithographers LTD. It looks like it was in one of those albums that you stuck it under a clear sheet of plastic.

Within Canada $3.10 economy surface letter mail (7 to 10 days on average)
International $6.85 economy Surface letter mail (6 to 12 weeks on average International), or $11.50 Small Packet Air mail (2 to 4 weeks on average)
