I looked it up for you on the USPS.com website.
Looks like First Class Mail International Shipping (unknown arrival time) for the envelope size and weight would be $8.78 USD
I was thinking that the Priority International Padded Flat Rate Envelope (6-10 business days) would be the safer and quicker alternative, which is $16.95 USD
And Tracking is extra, but it doesn't say how much, sorry.
If you're interested, let me know, I'm fine with either way if you win.

My only concern would be that "unknown arrival time" when going with First Class. Beyond that, I package things VERY well, so I'm sure it would get there safe and sound.
