Sorry I'm not quite sure what this is. I assume that it is a receiver for a web cam so that the web can doesn;t need to be plugged into the computer USB port. Do I need a camera with a transmitter for it to work?

This is pretty useless without a camera, right? FYI, those yellow connectors are not for a webcam. They are for connecting video cameras, like surveillance cameras, for example.

This is actually useful for any video device with an RCA output. It allows capture from up to four devices plus audio to a computer. It's a cheap and easy way to transfer old VHS tapes, DVR, and even some DV cameras to a computer for editing.
