i read your discription and thought i could help out. it's neither old nor vintage. it is pfc. or E-3 rank insignia. they are used today on dress greens. this is a common low ranking enlistee that would wear this. not an NCO or officer. hope this helps.

Kelley is spot on. These are worn on the Class A uniforms or (dress greens). The dress greens however will be obsolete oct 1st 2014.
