Hello nice find! Back in the day these were not used as toys. They would come in a box of coal candy and we would use them to break the candy apart in smaller pieces to eat. I have no idea if they still make this coal candy, but pretty sure if they did they no longer would make these to place in each box as times have changed and some companies have found cheaper less expensive ways to break candy. Coal candy was the hard form of black licorice hence how coal candy got it's name. Thought this would help. TY for listing and bringing back memories. W

actually these type of small hammers used to hang on fire alarm boxes to break the glass.i have a couple of them i got working in different old factories.
