Hi mamarose, Yes I believe it will, since my granddaughter wore it over her clothes :) how big is the little one, I'm pretty good on judging sizes, since I have 4 grands ranging from 2-4 yrs & my little grand that lives with me is a big 3 yr old & she wears anywhere from 5-8 she's tall & like 45 lbs. :)

My daughter has this outfit for halloween and we had to get a 3t because she is tall for age. To the person who asked if it could fit a 3 or 4T, here's the sizing chart: 3T-4T fits 34-41 1/2 inches in height and 30 1/2-38 lbs in weight. 2T size fits 32-33 inches in height and 26 1/2-30 lbs in weight. Hope this helps!! I love this outfit :)
