This is a partial package of vintage picture hangers maybe from the 1930's or 40's & 50's. They are some sort of woven, white material with a U-shaped hook on the bottom to hold 5-10# on the walls and could be used to hang things without putting holes in the wall. You simply moistened the back and put them on the wall, rub to make sure they stick, let dry for 10 minutes and hang your picture, plaques, or whatever. I think they would make a nice addition to your collectibles, the glue may not be so effective because of their age. There are only 2 hangers left, I don't know how many were in there to start.
