I'm not sure what you mean by this, but if the listia system will allow you to bid on my auctions (for some people this seems to be an issue) you shouldn't have any trouble. The winner receives an alphanumeric claim code that is used to verify ownership of the games at Steam, where they can be downloaded.

do you do a lot of steam auctions frequently or is it just when it comes available

I don't really do a lot of them, this is almost all of the codes I have left. I don't use Steam at all, so I'm just giving away some codes in order to learn about how to use Listia and get a feel for the community without having to spend any actual money on postage yet.

That's strange, because you ARE a level 1 verified, so I don't know why it would be stopping you. A lot of these Listia policies make no sense, and are poorly explained if at all.
