This is a 1976 American Tack & Howl Company #281 light switch cover. It is metal.
As a bonus I will throw in the second plastic one.

Wow! I just sold a house full of these up in New York and didn't even give a thought!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!They are nice though!
