Strange question but I really don't know: I'm looking at getting this for someone that doesn't have internet or a computer..... Do you have to have a computer to run or charge this or listen to songs? I don't know how it works...

It charges from a usb port. These are always found on computers.
However here are your other options, some cable boxes, TV's, Video gaming systems & cars have them built in.
Also there are inexpensive adapters for car lighters, even Walgreen's sell them for $5.00.
