No. The PayPal Reader accepts all credit cards. The money you collect from the person goes straight into your PayPal account.

All you have to do is plug the device into your phone's headphone jack. Once that is done, you download the PayPal Here app on your phone. Login to the app and you're all set. It's just like Square, except your money goes straight to your PayPal account.
