These folks, Crumrine, are silversmiths and have been making these for a longgg time. IT cleans up like silver, it will turn dark like silver, I cleaned it with silver cleaner, (gently). THIS kind of silver, as with most silver, probably has "something" in it to give it the high gloss look, but you can ask them. YOu can see a LOT of their silver buckles on this site.

NO! NOT broken. What you are seeing is the bar that the belt slides thru
THEN the other end a hook, that hooks into the hole in your belt
