I called Verizon Wireless and they said yes and they told me that they believe that their would be a $35.00 turn on charge. I hope this helps.

Thanks for answering my question. Verizon does not work around here so that is why I was wondering if it already had games and music on it. I want to get it for my grandson as an mp3 player and camera but if it does not already have al of that on it then it would not be worth it because I will not be able to download anything on it anyway.
