Cute little pink hat with white trim and pom pom that says "My First Christmas" Too cute to pass this one up! Very soft and warm!

There is no size inside, but it is 8" across (laying flat), so 16" around?

Is that measuring the inside or outside? I just measured my daughter's head and it's exactly 16 inches around lol so I don't know if it would fit for Christmas :(
