Sorry, it does not, but you honestly do not need them. The base unit has an attached cord with yellow and white cables that plug into your tv. So long as the wand has batteries, that's all there is to it. It's sort of like a Wii for small children because it has a wrist strap. I just handed the wand to my girls & they were able to figure it out relatively easy (there are only two buttons on the wand). Here is a list of tips & tricks from Fisher-Price to help you out on specifics:

For optimum performance :
•Position the base so that it is centered in front of the TV.
•Have your child stand four to five feet away from the TV.
•Move the sensor (on the base) up or down to get the best range for the wireless controller.
•When playing, always point the tip of the wireless controller toward the base unit/TV.
•Bright or incandescent light may affect the range between the wireless controller and the base. Ensure base unit does not point directly toward a bright window. If the unit does not respond, try dimming the light lightly in the room of use.
