They're like brushed cotton--very soft; the fabric is 79% cotton, 18% modal, 3% Spandex. Nice winter weight for the office. They're machine washable.

The inseam is 36 inches. The flare isn't crazy--they're about 10 inches at the hem. LOFT describes their Julie fit as sitting just below the waist and fitting curvy through the hips. That's accurate, in my experience.

Never worn, still with tags. They've been sitting around in a box in my non-smoking home. (I do have cats; they do not have access to the clean clothes, but I know how allergies can be, so I'm mentioning it.)
