This used 3 cent reflects the first class rate from issuance on June 24, 1954 until July 31, 1958. It honored the 200th anniversary of the first American Congress, held on June 24, 1754, when Benjamin Franklin presented the first plan of federal union to Congress and it was adopted.

Charles R. Checkering designed the stamp, engravers were Richard D. Bower and George L. Huber.
