Yes, I believe so. My baby is 6.9 lbs and sits in it great. I can take a pic of him in it if you'd like so you can get an idea.

Idk him, but really I don't think so. But please don't take me 100% on that because I don't know what 9 lbs is yet. Lol I would think so, but I'm not 100%
