you have shipping listed as N/A but then you mention an $11 shipping fee in your listing...you can't charge shipping if it isn't listed

The Rewards Points category doesn't even allow mention of shipping there (thus it is forced to "Not applicable") because codes are always sent through Listia messages. If a seller wants to physically ship them and charge for the shipping, the only way to do it in this category is in the description. There is no choice, other than using a different category. The seller did it right. Not worth it to me, but that's a different story.
